The rear anti-sway bar that is designed to fit your 2016 Fleetwood is part # 1139-144. The installation does require drilling. Roadmaster states it will take about two hours for installation. If you need longer U-bolts you can use part # RM-590050-00.

The reason the Roadmaster Rear Anti-Sway Bar # RM-1259-109 has a spacer between the spring plate and mounting plate is because most spring plates for this specific fit angle down and would interfere with the way the plate would sit without some sort of spacer in place.

If you are backing up in a straight line or just very slight angles then you would not have to disengage a friction anti-sway bar such as # 83660. The Roadmaster Rear Anti-Sway Bar part # RM-1209-140 as the title states is for the rear of a motorhome, one with a Freightliner XC V-Ride Chassis to be specific. I am not sure where you seen that it is for the front but this is not correct. In regards to what is included, you are correct that there are no polyurethane bushings for this particular model but many others do use them.
